Maryland Instructor Certification Review Board (MICRB) is an independent five-member board created as a unit within the University System of Maryland responsible for the administration of the State Emergency Services Instructor Certification Program. Authority: Education Article, §§11-105 and 11-503, Annotated Code of Maryland - Title 13B Maryland Higher Education Commission, Subtitle 03 Fire-Rescue Education and Training Commission, Chapter 01 Certification Standards and Procedures for Emergency Services Instructors.

The office of the Chairman is located on the College Park Campus of the University of Maryland, at MFRI Headquarters, 4500 Campus Drive. Administrative services are staffed remotely. Please contact your sponsoring agency or call 301-226-9962 with any questions about the State Emergency Services Instructor certification process.

MFRI SPRING SKILLS

The MFRI Spring 2025 Instructor Skills Weekend has been scheduled! If you have instructor candidates you would like to enroll, please submit them using the below format. The target audience is potential/current instructors for your agency and that qualified candidates must have successfully completed Instructor II (or MICRB-approved equivalent).

Spring 2025 Instructor Instructor Skills will be held on the following dates at MFRI Headquarters in College Park, Maryland:

  • Skills Enhancement Weekend: Saturday and Sunday, April 12 and 13
  • Skills Weekend: Saturday and Sunday, April 26 and 27

Please submit the following candidate information from your region/academy by Friday, March 28, 2025  to Debbie at dsklodowski@mfri.org

  • Candidate Name
  • Last five of Social Security number
  • Instructor II completion date (only candidates whose ITII course is less than 10 years old are eligible for enrollment in Skills)
  • Phone Number
  • Mailing Address
  • Email Address
  • Discipline [EMS, Fire (requires medical clearance), Hazardous Materials (requires medical clearance), or Rescue]

Management Skills will still be evaluated via portfolio method of experience and training credentials using the required matrix sheet. Please coordinate any candidates for Management Skills with Todd Dyche at tdyche@mfri.org


INSTRUCTOR EVALUATOR WORKSHOPS

The Maryland Instructor Certification Review Board is now accepting registration for two Instructor Evaluator Workshops.

  • MGMT-250-S001-2025 - Tuesday, April 15 0930-1300 Washington County Public Safety Training Center, Hagerstown
  • MGMT-250-S002-2025 - Saturday, May 10 0930-1300 MFRI Southern Maryland Regional Training Center, LaPlata

The course is limited to 15 qualified MICRB-approved State Emergency Services Instructors.

Eligible candidates MUST:

  • Be recommended and registered by an MICRB-authorized sponsoring agency representative;
  • Have completed at least one three-year certification cycle.

Only pre-registered candidates or pre-approved substitutes will be admitted; No walk-ins permitted.

Registration deadline for the April 15 class is COB April 10

Board Membership

The MICRB is comprised of representatives of the Maryland Fire-Rescue Education and Training Commission, the Maryland Fire and Rescue Institute, the Maryland Council of Fire and Rescue Academies, the Maryland Institute for Emergency Medical Services Systems, and the Maryland State Firemen's Association. Members are appointed by the Chancellor of the University System of Maryland.
