Maryland Instructor Certification Review Board

Maryland Instructor Certification Review Board (MICRB) is an independent five-member board created as a unit within the University System of Maryland responsible for the administration of the State Emergency Services Instructor Certification Program. Authority: Education Article, §§11-105 and 11-503, Annotated Code of Maryland - Title 13B Maryland Higher Education Commission, Subtitle 03 Fire-Rescue Education and Training Commission, Chapter 01 Certification Standards and Procedures for Emergency Services Instructors.

MICRB ADMINISTRATION

The office of the Chairman is located on the College Park Campus of the University of Maryland, at MFRI Headquarters, 4500 Campus Drive. Administrative services are staffed remotely. Please contact your sponsoring agency or call 301-226-9962 with any questions about the State Emergency Services Instructor certification process.

MFRI 2026 SPRING SKILLS

MFRI Spring 2026 Instructor Skills Weekends are now open for registration. The target audience is potential/current instructors for your agency, and qualified candidates must have successfully completed Instructor II (or MICRB-approved equivalent) and their discipline-specific coursework (i.e., EMT level for EMS; HazMat Technician level for HazMat; Firefighter II level for Fire; Common Passenger Vehicle Rescue level for Rescue).

Spring 2026 Instructor Instructor Skills will be held on the following dates at MFRI Headquarters in College Park, Maryland:

  • Skills Enhancement Weekend: Saturday and Sunday, April 18 and 19
  • Skills Weekend: Saturday and Sunday, May 2 and 3

Individual students cannot register and must register through their MICRB sponsor. Please submit the following candidate information from your region/academy by Friday, April 3, 2026 to Debbie at dsklodowski@mfri.org

  • Mailing Address
  • Email Address
  • Discipline [EMS, Fire (requires medical clearance), Hazardous Materials (requires medical clearance), or Rescue]

Management Skills will still be evaluated via a portfolio method of experience and training credentials using a required matrix sheet. Please coordinate any candidates for Management Skills with Todd Dyche at tdyche@mfri.org

Board Membership

The MICRB is comprised of representatives of the Maryland Fire-Rescue Education and Training Commission, the Maryland Fire and Rescue Institute, the Maryland Council of Fire and Rescue Academies, the Maryland Institute for Emergency Medical Services Systems, and the Maryland State Firemen's Association. Members are appointed by the Chancellor of the University System of Maryland.
