Maryland Instructor Certification Review Board
Maryland Instructor Certification Review Board (MICRB) is an independent five-member board created as a unit within the University System of Maryland responsible for the administration of the State Emergency Services Instructor Certification Program. Authority: Education Article, §§11-105 and 11-503, Annotated Code of Maryland - Title 13B Maryland Higher Education Commission, Subtitle 03 Fire-Rescue Education and Training Commission, Chapter 01 Certification Standards and Procedures for Emergency Services Instructors.

MICRB ADMINISTRATION
The office of the Chairman is located on the College Park Campus of the University of Maryland, at MFRI Headquarters, 4500 Campus Drive. Administrative services are staffed remotely. Please contact your sponsoring agency or call 301-226-9962 with any questions about the State Emergency Services Instructor certification process.

The next meeting of the MICRB is scheduled for Wednesday, January 21, 2026, 11:00 a.m. at MFRI Headquarters in College Park. THE DEADLINE FOR ALL APPLICATIONS IS COB FRIDAY, January 16, 2026.

The new form provides a more objective evaluation system, as well as an electronic format to facilitate a more efficient and timely process. Board Membership
The MICRB is comprised of representatives of the Maryland Fire-Rescue Education and Training Commission, the Maryland Fire and Rescue Institute, the Maryland Council of Fire and Rescue Academies, the Maryland Institute for Emergency Medical Services Systems, and the Maryland State Firemen's Association. Members are appointed by the Chancellor of the University System of Maryland.
